It’s that time of year again. Two words we hate to hear – death and taxes. Tax bills for this year will be mailed out mid-June. Pay your taxes early and get the discount.

City Directory
Deadline to be included in City Directory is June 20. Get your name, address, phone number and emergency contact info to Commissioner Hardin by June 20 or bring it along to Thursday’s meeting. It is hoped that this voluntary project will help everyone be better acquainted and ensure security as we watch out for each other.

Vacation Watch Program
If you let Officer Heggs know when you’re to be away from home for any length of time, he will keep a particular eye on your property and give you a written status report on your return.
Minutes April 10, 2003
The regular meeting of the City Commission was called to order at 7:30 PM on April 10, 2003 at the meeting room of the Jefferson County Fire Protection District 14 Firehouse, Taylorsville Road, Louisville, Kentucky, with
the following persons present:

Minutes of March 13, 2003
Commissioner Hardin made a motion to approve the minutes as published. Commissioner Nichols seconded the motion, which passed unopposed.

Treasurer's Report/Warrants
John Price read the treasurer's report for March, 2003 and copies were made available for all people in attendance. Commissioner Hardin made a motion to approve as read, which was seconded by Commissioner Harper. The motion passed without opposition. The warrants for March, 2003 were then read by John Price and copies were made available for all people in attendance. Commissioner Hardin made a motion to approve payment of the warrants, which was seconded by Commissioner Nichols and passed unanimously.

Chief of Police Report
Police Chief Heggs reported on the following:
--Another drive-off at Speedway,
--Parents of kids playing for the Mockingbird Valley Soccer Club told to park at Kennedy School, not on
Blowing Tree,
--Hubcap of police cruiser keeps coming off,
--Names of waste collection companies ('Industrial Disposal' & 'Waste Management'), whose pickup times have been in violation of city ordinance, have been
turned over to Mayor Fore
--Discovery of credit card forgery at Speeday,
--Drove kids who were kicked out of Kennedy School to their bus stop at Bowman Field. The Commission discussed this situation and instructed Police Chief Heggs not to help this way again for liability reasons. The Commission also discussed security issues at
Speedway,
--Accident on Hurstbourne Parkway,
--Letter sent to the principal of Kennedy School inviting her to the next meeting,
--Pothole on Bunsen Way filled.

Attorney's Report
With no representative from the attorney's office in attendance, there was nothing to report.


Old Business
Parks
Commissioner Hayes reminded everyone that the Easter Egg Hunt is this coming Saturday. Also, the city picnic is tentatively scheduled for Sunday, 9/14/03.
In other news, the new mowing and landscaping contracts have been signed. Bushes/trees around the Cardwell Way city entrance sign have been trimmed. Regarding the park, Commissioner Nichols suggested lights be installed to discourage teenagers from congregating at the park after dark. It was also noted that 50 trees have been planted on the berm. All responsible parties have met their obligation.

Sanitation
Commissioner Harper reported that residents have been complaining that the waste collection employees are carelessly throwing cans around after being emptied. He will contact Rumpke about the situation.

Police
Commissioner Hardin reported on the responses he has received for a directory of residents for the 'Block Watch' type program.

Roads
Commissioner Nichols received a request from a resident on Hurstbourne Circle on deed restrictions for fence installation. The resident will be submitting a proposal. It was reported that signs have been installed at the car wash and across the street from Blowing Tree regarding yielding to oncoming traffic. Signs still need to be installed on the Blowing Tree Rd side, and 'No Thru Traffic' sign on Hurstbourne Lane.

New Business
2nd Reading of Ordinance Retaining the City Attorney
Commissioner Hardin made a motion to have the second reading of Ordinance #1, Series 2003, retaining the city attorney, which was seconded by Commissioner Harper, and passed unopposed. The ordinance was then read by Acting Mayor Hayes. Commissioner Hardin made a motion to enact and ordain as read. This motion was seconded by Commissioner Harper, and passed without opposition.

1st Reading of Ad Valorem Tax Ordinance
Commissioner Hardin made a motion to have the first reading of Ordinance #2, Series 2003 establishing the residential property tax rate at $.16/$100 of assessed value. The motion was seconded by Commissioner Harper, and passed unopposed. The reading was then completed by Acting Mayor Hayes.

1st Reading of Budget Ordinance
After discussing the budget categories and specifics, Commissioner Hardin made a motion to have the first reading of Ordinance #3, Series 2003, establishing the city budget for the next fiscal year. The motion was seconded by Commissioner Nichols, and passed unopposed. The reading was then completed by Acting Mayor Hayes.

Miscellaneous
In other news, the remaining tax bills were discussed, and citywide yard sale date to be determined.

There being no further business or discussion, the meeting was adjourned.

Since the Minutes have not yet been published, they will be reviewed and approved, if appropriate, at next month's meeting.

Treasurer's Report/Warrants

Chief of Police Report
Police Chief Heggs reported on the following:
--Stalled car on Taylorsville Rd,
--Additional information provided regarding the credit card forgery at Speedway including the identification of the suspect,
--Potholes on Bunsen Way repaired again,
--3 drive-offs at Speedway,
--Old suitcase with clothes found on Taylorsville Rd, thrown into the dumpster at Speedway,
--Assisted with a domestic dispute,
--Storm damage on Cardwell Way including downed branches blocking the street,
--4 of 6 students found outside Kennedy School returned to the school,
--Accident on Taylorsville Rd.

Attorney's Report
Attorney Emery advised the Commission that with 1 property tax bill remaining unpaid, the next step to take would be to seek legal enforcement. In other news, it was confirmed that all owners of the berm property have now complied with the planting of trees.

Old Business Parks
Commissioner Hayes was congratulated for the success of the Easter Egg Hunt. Also, it was confirmed that the contract with StumpBusters has been signed.

Sanitation
Commissioner Harper is still checking into the reports of the careless throwing of empty waste cans by employees of Rumpke.

Police
Commissioner Hardin reported that more responses have been received for a directory of residents for the 'Block Watch' type program.

Roads
Commissioner Nichols advised the Commission that all signs at Blowing Tree and Taylorsville Rd are now installed. Also, the 'No Thru Traffic' sign is up at Hurstbourne Lane. In other news, a resident had requested that the grass behind the wall on Hurstbourne Lane be cut.

New Business

Special Townhall Meeting
The May 8, 2003 meeting was temporarily recessed at 8:00 PM for the following special public hearing:

Municipal Road Aid Fund
Mineral Severance Tax Fund

The following is a list of suggestions for the use of the above funds:

1. Repair drainage ditch in back of Cardwell Way (ditch clogs and breeds mosquitoes)
2. City-wide mosquito treatment/control
3. Extend storm sewers
4. Install curbs without sidewalks
5. City walking path
6. Install lights in the park.

With no further suggestions or ideas, the regular meeting of May 8, 2003 came out of recess and resumed at 8:15 PM.

2nd Reading of the Budget Ordinance
While discussing the final figures for the budgeted categories, a decision was made to increase the salary for the city clerk. Commissioner Hardin made a motion to have the attorney draw up an ordinance for that purpose. The motion was seconded by Commissioner Harper, which passed unopposed.
Commissioner Hardin then made a motion to have the second reading of Ordinance #3, Series 2003, establishing the city budget for the next fiscal year. The motion was seconded by Commissioner Nichols, and passed unopposed. The reading was then completed by Mayor Fore. Commissioner Hardin made a motion to enact and ordain as read. The motion was seconded by Commissioner Nichols, and passed without opposition.

Miscellaneous
After reviewing a proposal from a resident of Hurstbourne Circle to install a fence on their premises, the Commission approved the construction.

There being no further business or discussion, the meeting was adjourned.
